Seiko Shirasaka

Biography

Professor Shirasaka earned a Master's degree from University of Tokyo in 1994 and Doctoral degree in Systems Engineering from KEIO University in 2012. He worked for Mitsubishi Electric Corporation and participated in several projects. His research areas are system architecture, large-scale complex system development methodology, and innovative thinking. He is an Associate Professor at Graduate School of System Design and Management at KEIO University since 2010 and Professor since 2017. He is a Program Manager of ImPACT founded by Cabinet office of Japan from 2015 to 2019.

Architecture of Industry and Governance in a Digital Society

Description

第4次産業革命が到来し、様々な企業や業種がデータを介してつながり新たなサービスやビジネスが展開し始めている。他方、こうしたビジネスをいかに効率的にスケールさせていくか、かつ公平・安全にサービスが展開されるかが重要な課題。あらゆるステークホルダーが参加して提供されるサービス、例えば、自動走行車は地図や交通関係データ等の利用が必須であり、自動走行車の製造メーカーだけでその信頼性を維持することは難しい。また、イノベーションの加速化のためには、ガバナンスも法規制のみならず、データや技術を用いて最適化・効率化していく必要がある。これらの考えの土台となるアーキテクチャ(設計図)はどうあるべきか、技術と制度をどう関連させるべきか、官民の役割分担はどうあるべきか等について、議論する。

AI・IoTなどの新たなデジタル技術がビジネス構造を破壊・再構築する中、世界では国家によるガバナンスも破壊的イノベーションの岐路に立たされている。Society5.0時代における新たな政府役割や官民の関係性について、公共サービスや規制の新しいあり方、プラットフォーマーへの対応といった多様な側面から議論するとともに、こうしたイノベーション実現に必要な新しい公共財について、インドでガバナンス改革をもたらしているデジタル基盤"India Stack"の例も参考に、グローバルな観点から議論する。
